Since I was 10 years old, I have pet sat for neighbors and families when they went away on vacation or other various outings. I would feel most comfortable caring for the clients pet in the comfort of their home because that is an environment that they know and love. Additionally, I do not have a fence at my house so I think that would be safest option for both the sitter and client.
