I think any animal needs to feel safe around a stranger prior to the owner being away.

There is a dog park across the street and a walking trail a stones throw away from my home, Buddy (my dog) gets walks at least four times a day (the route is 0.5 miles per my smart watch) depending on how demanding he is, and the dog park is a must every morning rain or shine.
