Is there a better thing to use besides puppy pads?

Some dogs are not trained and have to use the pee pee pads but it can become expensive to continue buying them. Is there anything else that does the job and is efficient?

I use something called a DoggieLawn. It's a patch of grass that I put outside on my balcony and you can order it via Amazon. It's super convenient and because the grass/soil absorbs the pee, it doesn't smell and is much lower maintenance! They're currently going for ~$27 and one lasts me for about a month. If that's too expensive, you can always make your own by buying some sod and putting it on top of a plastic tray to clean.

I sit several dogs that use litterboxes. When you scoop out the dirty parts similar to a cat's litter box, you don't need to replace the litter as often (maybe replace it once every few days or half of the litter every other day). This is definitely a more cost efficient route but likely would only work for smaller dogs, and if you have a space in your home like a mudroom or something.

If you go to a medical supply store and ask for "blue pads" they'll give you a cheaper option than puppy pads that are otherwise identical. They're for placing on beds/chairs under incontinent patients. Google tells me the technical term is "disposable absorbent underpad" but I've worked in hospitals for 8.5 years and everyone just calls them blue pads.
