I had two 100% purebred mutt's that I adopted off the street when living in Romania 10 years ago. They followed me around Europe for work, including stints living in both the U.S. and Mexico - they've lived in a total of eight countries now. My ex kept them when we split last year, but I always loved having dogs, which is a bit restrictive right now due to my work. I regularly dog sit for my sister's Sheltie, so she (the dog) has helped me to discover the ways in which my apartment wasn't pet-proof, which I now feel comfortable saying that it is. There is plenty of space for your dog to roam and relax during the day, as the full apartment will be available to any house-trained dog. Any dogs are welcome, as long as they don't bark excessively during the day - you can't regularly hear anyone or anything from outside in my apartment, but there is a toddler and dog in the unit below me, which you can sometimes hear running or barking, but I can't see either of these being a serious issue for a moderately well-behaved dog.
