No; however, there is a general level of insurance provided, the details of which can be found here:

Recently, having a background check was made available to sitters who wish to purchase this service. There is a badge to show which sitters have had them done.
You should call/email the Rover customer support team for what is or is not specifically covered.
Looks like there are a couple questions here.
Background checks: Each sitter has the option to pay for a background check on Rover. If they have done this, they will have a badge on their profile indicating they have passed. This particular badge is a little shield with a check mark, as shown below (taken from my own profile):
Sitters are not required to have a background check performed, nor are they required to be licensed, bonded or insured. In my area, verified background checks are common, as it is a good way to move up in the search rankings and attract new clients. Local laws vary regarding what licenses and such pet sitters need to hold to operate legally. Regardless, all stays booked through Rover are backed by Rover support and all animals are protected by vet insurance.
