The Digital Service Act (DSA) is a law regulating online platforms that was enacted in the European Union to address harmful or illegal goods, services and content online. Rover continually strives to promote safer experiences for sitters, pet parents, and pets. As part of our compliance with the DSA, we have tailored and maintained the following measures to promote a safe online environment for the Rover community.
Promoting safety on Rover
Rover allows pet lovers to find and offer pet care. It is a violation of the Terms of Service to use Rover to post or send or post content (such as messages, photos, reviews, or profile descriptions) that is pornographic, threatening, harassing, abusive, or defamatory, contains nudity or graphic violence, incites violence, violates intellectual property rights, or violates the law or the legal rights (for example, privacy rights) of others; that is spam; that impersonates another person; or that seeks to engage in fraudulent transactions or for purposes that violate the law. For more details, please see Section 4.1 of the Terms of Service.
Rover takes the following steps to promote a safer platform environment:
- Rover reviews and approves every sitter profile. As part of the review and approval process, Rover reviews the photos and written content on sitter profiles.
- Rover provides a “Report and Block” feature. Anyone on Rover can block or report profiles and conversations with other users and these will be reviewed by our Customer Service team.
- Rover prohibits and will remove reviews that violate our Review Policy. Reviews are an important part of Rover and, as a general policy, we do not interfere with feedback from sitters and pet owners. However, if reported to us, we will remove reviews or responses (or portions thereof) that violate our Review Policy or the Terms of Service.
- Rover users can report illegal content to our Customer Service team at any time. If you wish to report content that you believe is illegal in the EU, you can contact us via email at:
Please use the below format. Please note that not all violations of our Terms of Service amount to illegal conduct.
Subject: Notice of Illegal Content
- A detailed explanation of why you believe the content is illegal in the EU.
- The exact electronic location (such as URL) and any other helpful context supporting identification. If you are alleging a violation of intellectual property rights, please include or reference any copyright or trademark registrations to support your notice.
- Your name and email.
- The following statement: “I confirm that I have a good faith belief that the information and allegations contained in this notice are accurate and complete.”
Using Rover to post content that violates our Terms of Service, or abusing this notification procedure, can lead to suspension or deactivation as set forth in Section 4 of the Terms of Service. Examples of abusing this notification procedure include repeatedly submitting duplicate notices, submitting notices that are manifestly unfounded, submitting notices in bad faith, to harass another user, or for other purposes inconsistent with our Terms of Service and Community Guidelines.

Transparency on Rover
Starting 17 February 2024, online platforms are required to report certain information. Refer below for information about Rover’s EU business, last updated as of 6 February 2024:
- Active recipient count: 628 338
- Since 6 February 2024, the number of regulatory orders received from EU Member States’ authorities, categorized by the type of illegal content concerned: 0
- Since 6 February 2024, the number of illegal content notices from or regarding EU users, categorized by the type of alleged illegal content concerned, and any action taken: 0
- Pet parents can use Rover to search for sitters in their neighborhoods, browse sitter profiles, and decide who to contact to arrange a potential booking for pet care. The order of sitter profiles in search results is determined for each individual search, with the goal of surfacing sitters that are likely to be a good match for that specific request. Factors that are taken into account include location, accurate preferences and availability, profile quality, response rate and response time, booking cancellation history, and reviews and repeat clients. There is no set “ranking” or order of sitters. For example, two different pet parents in the same neighborhood might see a different set or order of sitters in search results based on their preferences and needs. That also means that if a pet parent does a sample search in their own neighborhood, their results may vary from what other pet parents see and may differ from day to day.
