Why was I charged a cancellation fee?

I cancelled my booking by the time designated by the sitter and should have received a full refund--however, I was still charged a $30 cancellation fee. I wasn't aware that a fee would be imposed. Was this done by the sitter or Rover.com? Can I get the fee reversed? Thank you!
