The client needs to use the promo code (any one's will work) when the first Rover booking is set up. If they have difficulty, they can contact Rover customer support for help. Keep in mind that the it likely will not work if the customer found you through rover.com, reason being that rover issues those customer credits to increase traffic through other sources they're not paying for (such as social media, advertising, word of mouth, etc)
