Rover has changed and renamed it as their Guarantee. It used to be called insurance or protection plan, which is why the older questions would have called it that. I don't recall when it was changed, as Rover didn't make a big announcement that I recall and quietly scaled back on its protection.

you will see monetary limits, information about claims, etc., but you also need to read the Guarantee's Terms and Conditions, which are also linked.
The most relevant part is this line IMO The Rover Guarantee exists to fill the gap when the responsible party—usually the pet care provider—is unable or unwilling to pay for costs arising from damage or injury attributable to his or her negligence, and when insurance is not available. Rover would be looking to you, as the service provider, first to resolve the claim, using your insurance first and if that is not available, then stepping in.
