For the client - if the sitter cancels Rover will get a full refund. If the sitter cancels within 7days of their reservation (and within 14d during the holidays) Rover will also help them find another sitter. If the sitter that they find is more expensive they will cover the difference up to 25%. Rover is big on their reservation guarantee and do not take sitters canceling last minute lightly.

As far as the Owners canceling, The sitter has the ability to choose between 3 different levels of cancellations. Below is copied directly from Rovers Crenelation Policy:

Flexible -A full refund is available if a client cancels before the beginning of the service. If canceled on or after the beginning of the the service, a 50% refund is available for the first seven canceled days of the service, and a 100% refund is available for any additional days.

Moderate (Your profile will default to this option.) -A full refund is available if a client cancels by 12:00pm the day before the service begins. 12:00pm is determined by the sitter's time zone. If canceled later than 12:00pm the day before the service begins, a 50% refund is available for the first seven canceled days of the service, and a 100% refund is available for any additional days.

Strict -A full refund is available if a client cancels by 12:00pm one week before the service begins. 12:00pm is determined by the sitter's time zone. If canceled later than 12:00pm one week before the service begins, a 50% refund is available for the first seven canceled days of the stay and a 100% refund is available for any additional days.

Note: You might notice you're not able to select a policy for dog walking or day care. This is because dog walking and day care services are always set to flexible.

If you have not checked it out yet, Rover has a "help Center" which is a great resource for both the Sitters and Clients

The information under "for the client" is no longer accurate. Rover will only give you $20, not cover up to 25%.

In addition to the information Erica posted from the Help section, your own profile states that you have a Moderate cancellation policy for boarding and Flexible for day care. The client can not only see that on your profile, but if they put their cursor on those words, they will get hypertext, which explains both Moderate and Flexible.
