Are background checks mandatory for sitters? If not, how can you skip this step?

I am trying to create my sitter profile, but I am stuck on the background check page. It seems that the only options are the Basic ($10) or the Enhanced ($35) background checks. From a previous discussion question, it seemed like you only had to pay if you were a traveling Rover---has this changed? Is there no longer a free option? Thank you!

I looked this up and read that "Depending on where you live and what services you choose to offer as a pet sitter or dog walker, you may be charged a small fee to cover a background check before getting started. Background checks as I understand it are mandatory for anyone to become a sitter on Rover and as a sitter walker I 100% support this. Rover needs to perform due diligence before you can become a part of the community to be sure there aren't any issues

The background check is to assure Rover and any potential sitters that there are no skeletons in your closet, so to speak. Think about it from an owner's perspective. Would you want to leave your dog with a person who has a violent criminal record, especially if you are inviting this person to stay in your home?
