Do you need to have an initial pet insurance policy in order for the Rover Insurance policy to work?

I don't have an insurance policy on my pet, and it appears that your Premium Insurance only pays after the first insurance policy has kicked in. Can I just get the Rover Insurance policy on it'sown? Thanks!
