What do you do if you suspect neglect?

I was hired to drop in on a dog for 4 days. The owner is out of town and hired me at the last minute. They only requested one 30 min drop in and a feeding. There is clear neglect in his house. The dog is kenneled the 23.5 hours out of the day. There is a second dog I was not informed of. It's nails are so long they have curled around. The house has an odor so bad I have to use my inhaler when I leave. I haven't encountered this and am not sure if I report them somewhere.

Do the dogs seem happy? Everyone has a different idea of how dogs should be kept. Although it is not my preference to keep dogs caged all day, I do understand that some clients do. However with that being said, I would still report it to Animal Control. Animal Control will send someone out who is trained in recognizing abuse or neglect. If there are any medical issues that need to be addressed, Animal control will give the owners so many days to have to dogs seen by a Veterinarian. If nothing else Animal Control can make recomendations to the owner about proper care. Sometimes its not that the owners are trying to be bad owners, they may just need to be educated on the do's and don't when it come to pets. Either way it is always a touchy subjection and one that is left best for the Animal Control to follow up on.
