Regarding business type and zoning requirements?

This is gonna be slightly long-winded and technical.

I have just started using Rover as a sitter and am currently providing daycare services. I would of course like everything to be above board and legal. While researching which licenses I should get I was recommended to look into zoning. I am operating in Clark County, WA. While looking into zoning I had a very difficult time discerning what the rover business would fall under categorically. There was no “doggy daycare” option. I fall under R-22, that is high density urban residential. Upon calling my local zoning organization (Clark county community development) I was told I was not allowed to operate this business. The woman I spoke to did not however provide me with a specific ordinance or law prohibiting me and even stated “it’s not even on the list”. My thoughts would be, if there is no specific prohibition then the assumption would be their is implied legality. The closest category I could find was a home business type 1 (or home business minor) because it was relatively broad (sort of a general category). I AM allowed to operate a home business type 1 out of R-22. This has left me very confused. I have a strong feeling that most sitters are not digging through piles of ordinances and regulations and that my experience has been far more complicated then it normally is. After all I signed up for rover and was not asked a single question about my home or “business”. I intend to continue corresponding with my local zoning organization and contact the department of revenue as well.

Was it this complicated for everyone? What was your experience?

Rover does not get involved in zoning aspects of business. With so many different possible variations in each county, it seems logical that they’d prefer each service provider determines what can be done. In some places, the zoning is clearer and more straightforward, such as no more than 4 dogs present in the home unless located on a property parcel specifically zoned and licensed as kennel/boarding facility. In the case of a normal residence, for someone with 0, 1, 2, or 3 dogs, they can legitimately offer personalized care for 1-4 pets (totaling 4).

In my area, I’m aware of some of these streets where they possess that commercial canine business zoning & licensing... and usually have dozens of Dogs either boarded or day care or a combination
