Can Rover limiting referrals to a 1 mile radius?

I am thinking about starting to do dog walking and drop in visits to supplement my income. I dont drive and would need to walk to clients apartments and homes. I would be happy just walking 2-3 dogs per day.

My question is, can the ROVER app limit referrals to a 1 mile radius from where I live in downtown White Plains, NY. ? The area is densely populated and many workers commute to NYC. So I think over time I could build up a clientele.
