Yes, the 1 treat is automatic when you join, but the rest are given by other participants on the board, based on whether they think your response or question is good. It is explained in the FAQ or you can read about it in another response I gave a long time ago:
When you join the forum, you get 1 treat. When you ask a question, you get another treat, and When you answer someone's question you get more treats. It's just a way to indicate how active you are on this forum
