Got a message saying "Exclusive! ...." dog walking request. From Rover or Client?

I'm certified Rover Now walker and I always find clients through "request" tab. But today I got a message: "Exclusive! XXX needs a 30-minute walk for YYY.... Respond by TIME." I was just curious about whether this request is from Rover or from Client. If it's from Rover, how do they choose walkers for this "exclusive" message?
