Is the owner allowed to request their own rate?

In my account settings, I have checked yes for this question "I'd prefer not to have my rates adjusted by Rover. I understand that by doing so, I may make less for my services than similarly situated sitters in my area." Unfortunately, my experience is that I am receiving booking requests that are different than the rates listed on my profile. I cannot figure out why that is. Is the owner allowed to request their own rate? Or is Rover making a mistake and still adjusting my rates despite my profile settings?
