Each sitter sets his/her own rates, so the example you gave would have been from one specific sitter. It is NOT the rate throughout Rover. However, puppy rates are generally higher because they are more work for sitters.
Rover's system automatically applies the puppy rate until the dog is 1 year old.
When the dog is house-trained (usually around 1 year old).
