raise rate for only new clients?
Is there a way for me to raise my rate for new dogs, and leave it the same for repeat customers?

No, there isn't.
I would like to suggest a different way to go about raising your rates for new dogs only:
List your higher rates on Rover,
give a discount to repeat customers and edit the rate before finalizing the booking.
This is a win/win situation!
