What I have done to build a local network of backups is to send a booking request to several sitters for 1 day, 1 service. In the booking message I state this isn't a booking request but an inquiry for backups and provide my personal cell so we can discuss outside of Rover; Some respond, so do not!! This has been successful and I have 4 Rover sitters in my network, and we help each other for vacations, time off, and the dreaded sick days. We compliment each other as we don't all offer the same services. I walk, 1 is a walker, and the other 2 board and will walk when you need them to. Try it, it may take a few attempts to find a few but its worth it.

Rover encourages us to have backups, sure declining a booking hits your performance score - but performance scores are just a bunch of BS
