Why do only certain badges show up in the search?

I just noticed the Donor and CPR Certification badges don't show up in the search. Rover even has outdated badges showing up in searches that you can't even get anymore (Rover Pack, Protection Package Badges), but not the others? What gives? Anyone else think this is silly?
