Can I set different rates for different clients (based on distance)?

You can make a cost adjustment before you accept the request. However, I would strongly recommend discussing the change with your client prior to booking it to avoid complaints and possible cancellation. I personally add a surcharge for house sitting requests that are outside my service radius of 5-7 miles, but I always tell the client prior to accepting their request.
