Why don't we get paid for meet&greets?

It's considered "work time" in my mind. For example $5/30mins....

For the same reason you don't pay other contractors for initial meetings. Most contractors - for home repair, extermination, photography, you name it - come to your home for an initial meeting at no charge. They discuss the scope of the job and give you a budget. If your boarding or other services aren't covering your meet-n-greets, then you aren't charging enough for those services. Meeting with a client shouldn't be a charge - it's an opportunity for both sides to determine whether or not it's a good fit and is beneficial on both sides.

Meet and greets are considered business development vs work time.

I do charge generally. My time is extremely valuable, and I can't spend 15 minutes each way (total of 30 min) plus the time for the meet and greet for free...that's time I could be working or making money on another client. I have them book a drop in, and have had no complaints!

Meet and Greet works both ways, just like a job interview. Think of it as giving YOU a chance to see if you want to allow that dog in your house. If you see a problem at the M&G, you can be upfront about it and tell them you do not want to board that dog, which may save you a lot of trouble. In cases like this, it wouldn't be fair to ask the clients to pay, would it?
