Traveling with the dog for walks?

An owner wants me to take her dog to a park a few miles away from her apartment. Should I charge her for two hours worth of walk time to account for the travel as well as the walk?

I would at least add in a cost for the price of gas to get to the dog park and back. If this is a house-sitting booking, I would probably just add the cost of gas and not worry about it. Otherwise, I would charge an hourly fee.
