Can I charge a client that repeatedly cancels same day visits?

I have a client that repeatedly cancels their dog walks on the morning of the walk. Can I charge them a fee for this?

No! I had a woman cancel within seconds of texting with her to confirm I was to call her if the new key didn't work. The dog is on its 4th dog walker.The latest woman would cancel when I was literally at her front door.Rover paid 50% of my fee one night she did this. I ignore all her request now.
