Most sitters have it set up to where there is the base fee for the first pet, and then an add on price for every additional dog or pet. Like the first dog would be $15, and then it could be an additional 10 for every additional dog. Some sitters have it set to where cat care is another price. Its easiest to view all of the different rates on the rover website than in the app.
Each sitter is an independent contractor and can set their own rates. Once you find a sitter you like, click on their rates and then additional options. It will show whether they give a discount for additional pets or whether they charge full price for all pets.
