How do you address owners with a hygiene concern?

I am sitting 2 dogs. I work with their mother. When she brought them over, I was sure they had eye issues because all of their eyes had what looked like pus on their eyeballs and yellowish crust around them. When I asked mom...she acted surprised and said that their eyes just needed to be wiped with a warm washcloth. I assumed it was a long term medical problem that needed regular maintenance. It was really gross, so as soon as they left, I started to wipe their eyes with a warm washcloth. It became very evident that standard eye maintenance had not been done in a long time. Their eye crusts were so bad that crusts had grown under their eyelids. They are still not completely clean. How do I address this with the owner (my coworker) when she comes to pick them up??? I know that she puts effort into their care because they have been groomed recently, so it is not a neglect issue, it is an ignorance problem.
