i keep seeing an option saying "archive request". What is it for?

You also archive requests so that you will show up in search results. While requests are still "Open," you may not show up for other potential clients. Even if a request is archived, the client can still contact you and you can respond.

Do you know it the client is notified that you archived their request? I want to archive a client that's deciding between sitters but I don't want them to think I'm uninterested

No, they're not notified.

You archive a request in order to basically delete it.

If things aren't going to work out, or if a booking request has expired and you don't want to see it on your list of pending requests, then you can click the archive button in order to move it to a different folder.
