Agreed with previous answer. Basically a dog afraid of everything lacks confidence. There is a a lot of reference available on counter conditioning - please be sure that the technique you read is positive ways to address the situation by safely introducing the dog to situations, initially at a distance that helps keep them reassured while they take it all in (rather than the dominant "be the boss of your dog" old school training methods).l

What to do when your dog's afraid of everything? Pick something to desensitize or counter condition her to and get to work. The younger your dog is, the faster progress you can expect to make, so starting today is better than putting it off until it fits into your schedule.
