Theoretically, the only way to send messages to nearby sitters is to create a bogus stay request, but when no stay ends up being booked it counts against a sitter's ranking. (This has not stopped me from doing exactly that at times.)
Also, there is a FB page called "Rover.com Sitter-to-Sitter Referrals" where many of us are posting our locations for just this reason. You may want to go there and post your information.

Thank you for the answer! I am a member of that Facebook group, but as far as I can tell, there are no users on it that live anywhere near me.
There's a program that Rover has been sending invitations to lately, that's essentially a backup sitter service. If you are unable to complete a booking, you can call Rover and they will find a replacement sitter for you.
If you're in need of someone to cover a booking that hasn't been booked yet, browse through a couple of profiles to find some promising ones that match things the owner would care about (yard, no other dogs, etc.). Then provide them with some profiles that you think would be a good fit, so they can choose for themselves.
