There are other -- and better -- means to treat fleas. I recommend consulting with your vet and deciding on an option that works best for your budget and philosophy for what you are and are not willing to give or put on your dog. Some digestible options also prevent heartworm and other issues.

Separation anxiety, aggression, excitement, etc. In either case, your dog is not in a state of control and it's best to figure out how to avoid or correct the behavior.

If the dog's head direction is up and down, it might mean "yes". If it's left and right, it might mean "no".
