I actually looked into this because I was surprised it's so low - that's urban areas for you I guess. The number of dogs allowed is based on the state you live in (maybe the county too, not sure about that part). Clark county ordinances for Vegas state "No person shall keep more than three dogs over four months of age, nor more than three cats over four months of age, at any one place, or on any premises, or in any one residence located within the jurisdiction of the county." You can get a special permit to allow you to have more dogs/cats on your property, which is called a pet or dog fancier permit, which would let you have up to six dogs or 10 cats. The cost is $50 per year, and your property would be inspected by an animal control officer.
Beware that in Vegas, ALL dogs and cats have to be spayed/neutered if they are in your care (unless the owner has a special breeder/show permit).
I doubt Rover would be able to help, and they may even consider this a violation of their terms of service. Their terms of service covers this so that the responsibility is on the pet sitter to make sure they're in compliance will all laws. I really hope you don't get fined or get a misdemeanor or anything. Any idea if animal control was giving you a warning so you could fix it?
