Can I have someone leave a review who I sat for outside of Rover prior to using Rover?

Yes, those are called Testimonials. You can request references from outside customers as well as family/friends and they will be included in your profile. Go to your Dashboard. Under Sitter Profile, you will see a link for Testimonials and you can request them via email or Facebook.

Hi Jennifer, Although some Rover employees sometimes contribute to the Q&A community, mostly the communications are between other pet sitters and pet parents. Rover allows Testimonials from pet owners that you provided service to outside of Rover, but Reviews are basically from verified stays booked through Rover.
