Is the Rover Pack Badge available only in select states?

Is the Rover Pack Badge only associated with Rover Premier states? I have added the Rover Protection Package and I have a very quick response rate to requests for boarding however I cannot find an option to apply for the Rover Pack Badge. Has this badge application been removed or is it only available in select states? I do not live in a Rover Premier state (yet). If it is available in all states, where do you find the application?

The Rover Pack status is available to all sitters who meet a set of criteria stricter than most Rover sitters.
