Can a New Customer to rover still get their discount off for doggie day care?

I may have a new customer referred by her daughter, that I pet sit frequently. The mom has never used rover but Mom and Daughter want to do the doggie day care to do some Christmas shopping in December, for about 4 hours. Being a new customer, would she still the the new customer discount? The doggie day care is a lower fee and Mom has only 1 dog.
