Why does a dog lick like it has "cotton mouth"?

My neighbor has a very sweet heeler mix and at night she licks like she has "cotton mouth". There is plenty of water available so she isn't thirsty. The veterinarian isn't sure why she does it. Dose anyone have a dog/dogs that do that or may suggest the reason or possible cause? It really concerns my neighbor because she doesn't do it all the time.

Excessive licking the air is commonly a response to a dog that suffers from anxiety and a self soothing technique. Although can be annoying does not have any negative impacts other than the occasional hiccups.
