Why is there no email address to contact Rover directly?

Seems to me if there's a problem, they'd rather not hear about it via email. Calling a toll free # does not work with everyone's time schedules, just to leave a voice mail message.

Why is there no way to reach anyone via email for the United States?

A chat box in the Help Center is a way for Rover to opt out of helping anyone by using a robotic question answer or dump you into a forum where others just give up trying too. Seems to me that this only benefits http://Rover.com and not the community.

I just looked at the Contact option in Help because I wasn't aware, as you stated, that it dumped you back here. Well, I wrote "How do I" and it tried to answer, then eventually I got a the option to email them via a form.

It kept asking me if they'd answered my question, and I would respond no. Then a "still need help" with the option to email them.

Your conclusion is not inaccurate. Rover provides the bare minimum when it comes to customer and sitter support. They are only concerned with increasing their own revenues, not growing and investing in the business in a robust way .

support@rover.com Rover support is excellent, they always get back to me and help with whatever I need.
