Does anyone know the Old Town Alexandria VA law for boarding in your home with Rover?

I recently found out that depending on where you live, cities may have laws against accepting pets within your home if you earn from it. I only board cats and haven't had any issues but I would like to board more cats in the near future. Since it's the weekend, I will contact my local city hall to find out this information on the next business day but I thought I'd ask on here in case anyone else had the same question. If you live in Old Town Alexandria Virginia (independent from Fairfax County), do you need a license to board cats in your home if you make money from it using Rover? I've searched the internet for quite some on what the law is and I've only found out how many dog/cats I'm allowed to own - 3 cats - , but nothing on using Rover for boarding.

There are going to be two different issues: (1) Are you a kennel and does it need to be licensed as a business? (2) Does your municipality's zoning laws allow you to provide boarding where you live?

Fairfax County defines a kennel as "An establishment primarily engaged in boarding, keeping, training, breeding, or handling dogs, cats, birds, or other small domestic animals for a fee." The key word there is primarily.

PET SITTING Up to four companion animals not owned by the resident are also permitted to be sheltered, fed, and watered for a fee in a dwelling; if caring for dogs, the total number (including those owned by the resident) must meet the dog unit limitations in the table above. This standard allows for accessory pet sitting services such as Rover, DogVacay, and Fetch, without the need for a special exception. A resident may submit a special permit application to the Board of Zoning Appeals (BZA) to request an increase in the number of dogs permitted on a lot under the dog unit limitations above for dogs owned by the resident, but the BZA may not approve more than four dogs not owned by the resident (as this would be considered a kennel or animal shelter).

If you are not operating a kennel, then you should not need to obtain a business license.

Thank you for your response Karen, I did come across this information too but I live in Old Town Alexandria which is an independent city from Fairfax County. I've already called my city hall and i had to leave a message but no one has contacted me back yet. Will update when/if they do!

I've been to Old Town Alexandria and actually have a painting that I bought from the Torpedo Factory many years ago.

Good news! I received a phone call back from the Alexandria City Hall just now and they informed me that they recognize Rover as a home based occupation. As long as you have no more than 3 dogs boarding at your home and no more than 4 cats staying at once, there isn't a problem. Also, one should apply this to their apartment rules as well - if no pets are allowed, it's best not to do Rover regardless of the city's rules. The clerk also mentioned no need for licenses just as long as you follow their guidance's. Hope this helps anyone in the Old Town Alexandria VA area!
