Why not hire 16 and up?

This is just a genuine question since I'm 16 and ideally, I would love nothing more than to work with dogs, whether that's sitting or walking them! This job offer came up when I searched "jobs hiring at 16" and I'm not trying to impose or accuse, I was just wondering what the reason behind the age limit was! Thank you. :)

It may be due to the legalities of being a contracted service provider on rover. For now, you might have luck working with dogs outside of rover.
Tell neighbors that you’re available, (maybe give them something with your name &number), post on places like Face book, Craig’s list , Next door.
