My account won't let me withdraw the money that's no longer pending.

Did you provide the information for Stripe? If you did, then you don't have to initiate the withdrawal. It will be transferred via Stripe to your bank account. Go to this page on your Dashboard:
https://www.rover.com/account/payments/…
There you will see where your money went and the date it should be done.
