Only 3 of 9 testimonials is available for a sitter?

I am considering a certain pet sitter, but only three of the nine testimonials are showing up. Why is that? I am concerned that the sitter is able to pay to have a review deleted and it is actually hurting both the sitter's and Rover's credibility, in my opinion.

Sorry but your opinion is way off base. Sitters cannot pay or do anything if they get a bad review. When clients leave a review they can offer just a star rating or a star rating with a written review. Just star ratings are possibly what the sitter received.

Surely you've looked at reviews on other sites. Often there are only star ratings and no written reviews. This is no different. Some people don't want to take the time to write anything and think a star rating is good enough.

To help with your decision making, any review listed as “ Verified Stay” means the service was booked and paid through rover. Other reviews called testimonials may be written by other business or personal contacts (which could include pets booked through other sources, or friends, or family) so a verified stay that had to pay something may be more credible, even if no detailed comments were written. As previously stated, rover will not remove or change reviews for anyone for any amount of money.
