No, daycare is NOT 24 hour care. In the Help Section, Rover gives the example of:
Doggy Day Care is per day, dropping off around 7-9am and picking up around 4-6pm.
It may be for approximately 10 hours of care or less. However, each sitter sets his/her own hours and rules. So you should ask any sitter about their daycare hours, i.e., when a dog may be dropped off and when it needs to be picked up.

However, different sitters offer varying levels of service. For example, with day care, some sitters may limit how many dogs they care for and some may not. Some may spend all or most of the time with the dog and some may leave the dog at home while they walk other dogs, go to school/work, tend to kids, etc. For overnight care , some may spend up to /nearly 24 hours with dog and others only spend overnight and charge a la cart for day time walks, or only spend day& evening time with dog if in dog's home (house sitting) and go to their own home to sleep, or leave for periods during that time to get food, go to school, work or visit other pets, etc, Likewise for boarding in a sitter's home, some give walks every few hours and some only 2 or 3 times/day. Some spend more focus on pets that others. This can be seen by reading profiles that mention they also visit or walk other pets, or do other work, or have kids, or other relationships that will compete for time and energy.
Discuss your preferences and expectations clearly to ensure it's a good match as Sitters and clients to reach their own arrangements.
Dog Boarding would be 24 hour care, where doggy day care is just for the day ie 8 am to 6pm, or a variation of hours in a day, not overnight care. I hope this helps.
