I need Rover's Tax ID to complete my taxes.It's required for 1099 forms

Rover will not provide a tax id number it is not required to file your taxes. When I file I have never had a problem leaving the field blank when creating the dummy 1099.

It will not let me file without it

What "it" are you referring to? If you are using a tax program to file, then you are probably entering the Rover information in the wrong place. Rover is NOT your employer. The earnings are entered on Schedule C, not the line on the 1040 for wages, etc.
