How to lock rates for certain costumers? Don't see option?

I have tried following directions to do this but I never see the option to. I have tried doing it on computer and on the app and still can't figure it out. Someone please help. Why don't I see this option?!

That article must be outdated. The steps don't work. Like it says, "Under Payment Details, tap Lock rates for [Client name]." But there is no "Payment Details" section.
