Check with your city/county. I found my answer online. You should probably be able to do the same.
I live in the western suburbs of Chicago and was unable to find anything in my county laws about kennels, but here is what it says in my city's rule book:
KENNEL OPERATOR: Any person who operates an establishment, other than a pound or animal shelter, where dogs and/or cats are maintained for boarding, training or similar purposes for a fee or compensation; or who sells, exchanges, or offers for adoption with or without charge dogs and/or cats which he has produced or raised. A person who owns or harbors three (3) or fewer female animals shall not be considered a kennel operator.
I confess this was not entirely helpful to me. What about male dogs? Could I have 10 of them and still not be considered a "kennel"?
Call your city Animal Control office. They should be able to explain the rules.
