What can I put on a dogs rash to stop the scratching?

I am watching a Basset/Beagle/Dachsund mix that is 12 yrs old. He has developed a rash on his tummy. To keep him from scratching it too much I put a mixture of half water and half Apple Cider Vinegar on it. This seems to relieve the itching for awhile but I have to keep putting it on him. I am watching he doesn't create sores. So far it is just mostly a pinkish area. Wondering if I can use an itch powder like Johnson's Baby Powder or how about Gold Bond Anti-Itch Lotion? Suggestions would be appreciated! Thanks in advance!

I talked to the owner and they had seen the rash before. Per owner instructions I gave dog benedry and he was fine!

Our staffy has grass allergies. Did you ever find an alternative solution to the Benadryl? We are planning on looking into shampoos that reduce the itching tomorrow.
