13 week pug pees if not taken right out right away?

I have a 13 week pug who will pee in his crate if he's not taken out right away. For example, he eats 2 hours before going to bed and will be taken out to pee and poop before my husband goes to sleep around 9 p.m. I get home from work around 11p.m. and he will be in his crate with no issues. If I don't automatically take him out as soon as I walk in, if I go out to get my wallet from the car that I forgot to being in or if I go move the car into the garage, things that take less than 5 minutes, when I come back inside he has already peed in his crate. We've been washing his crate with enzime sprays so I feel like there are no smells being left behind. We have another 1.5 year old dog and we didn't have many issues potty training him. I'm just not sure why our puppy is doing this! He cries a lot when we get home as he expects to be let out the crate right away, which is why I hesitate to let him out right after I walk in but then he pees! Any ideas??
