Does Rover provide property damage insurance for damage caused by a dog you’re in care of?

No. You are being paid to keep a dog safe and under control. It is entirely your responsibility to screen dogs and keep them under control while they are under your care. If you cannot keep a dog under control, you should not be sitting for that dog. You knew when you signed up to sit for other people's dogs that you would encounter dogs that may not have a level of training that you consider sufficient. You also knew that dogs are well known to damage property when not properly supervised.

If you are properly supervising a dog, you should have no problem intervening the moment a dog begins to interact negatively with an item in your home. If a dog isn't potty trained, you don't leave it in the nice carpeted room. If a dog chews on carpets, you don't leave the dog on a carpet. It is your job to enact strategies to keep your charge safe and secure. If you failed to do that, it is not the responsibility of the owner. The owner trusted you to do your job.
