Solution to ordinances and running a business in a residential area?

Hello all,

So, my girlfriend has been watching dogs on Rover for a little over 2 years and despite the stress it brings her from time to time it's her life-- she loves doing it and working with dogs makes her super happy. But, unfortunately, she was contacted last week and told that she must stop dog-boarding or else she'll have to answer for it in court. That she is not allowed to run a business in a residential area. She's been very depressed since then and I'm not sure what to do.

Besides telling her I want to help her get her own business going (which, realistically, I have no clue how to go about that nor do I have the financial means to do that right now) and that she'll be back to doing what she loves soon enough. I suggested that she apply to a doggy-daycare for the time being and keep offering the other services that Rover has but majority of her clientele are for dog-boarding and that was her main source of income.

I'm not sure how else to help her through this and would really appreciate any advice you guys have!
